Niger State Governor Mohammed Bago is pushing for significant reforms in the mining sector by proposing the “Responsible Mining” executive bill, which is set to be presented to the state House of Assembly. This legislative effort aims to regulate mining activities in Niger State, as the governor seeks to address irregularities and harmful practices in the sector.
Governor Bago stressed the importance of the bill during a meeting with the Senate Committee on Solid Minerals, chaired by Senator Ekong Sampson. He emphasised that the proposed law would establish strict mining procedures, eliminating irregularities and introducing measures to mitigate the negative effects of mining on the environment. Furthermore, the bill will provide a legal framework for post-mining activities, ensuring that the state addresses the long-term impact of mining operations.
In response to ongoing illegal artisanal mining in the state, which has led to the loss of lives and property and fuelled criminal activities like banditry, Governor Bago highlighted the need for stringent regulations. He reassured the Senate committee of Niger State’s commitment to partnering with federal authorities to promote responsible mining. This includes ongoing talks with the federal government to secure mining licenses for aggregation, aimed at reducing illegal mining, particularly among young people.
Governor Bago also advocated for the removal of mining from Nigeria’s exclusive legislative list and its inclusion in the concurrent list, which would give states more control over mining activities. This reform is seen as essential for promoting responsible mining practices at the state level.
Senator Ekong Sampson, in his remarks, stated that the Senate committee’s mandate includes investigating the causes of mining collapse in the state, which was highlighted in a motion by Senator Mohammed Sani Musa. The committee’s focus is on improving mining safety and implementing measures to prevent future disasters. Senator Sampson reaffirmed the importance of the mining sector to Nigeria’s economy and pledged the committee’s commitment to ensuring mining safety reforms.
