The Nasarawa State House of Assembly Committee on Environment has called on the Igwo community in Kokona Local Government Area to maintain peace amid an ongoing dispute over mining land ownership. This plea was made by the committee’s chairman, Mr Mohammed Omadefu, during a fact-finding mission to Baoan Global Mining Ltd, prompted by a petition from the Osanga Otogoyi family.

The petition alleges that a family member leased a portion of their land for mining purposes to one Alhaji Ali, who subsequently sold part of the land without proper consent, breaching the initial agreement.

    Fact-Finding to Ensure Justice

Explaining the committee’s intervention, Mr Omadefu stated:
“We are here on the receipt of a complaint by the Osanga Otogoyi family, who complained that they have leased a portion of a mining pit to someone for mining purposes. The person went ahead to sell a portion of the land, which is against their initial agreement.

“Our mission is to investigate thoroughly, ascertain the facts, and ensure justice is served in the interest of peace and the overall development of the Igwo community.”

To ensure fairness and transparency, the committee plans to invite all involved parties, including representatives of Baoan Global Mining Ltd, the Osanga Otogoyi family, and Alhaji Ali, for further investigation.

    Appeal for Peace

Omadefu appealed to the Igwo community and neighbouring areas to remain calm and avoid actions that could escalate tensions. He assured residents that the Assembly would prioritise fairness and resolve the matter amicably.

“We are appealing to the inhabitants of the Igwo community to please refrain from any negative acts and remain calm. We want to assure them that justice will be done on the matter,” he stated.

The committee also visited the Palace of the Village Head of Igwo, Alhaji Mohammed Otogoyi, to notify him of their mission and seek his support in promoting peace during the investigation.

    Community Leader’s Perspective

The Village Head of the Igwo community, Alhaji Otogoyi, expressed gratitude to the committee for its proactive approach. He stressed the importance of a just and fair resolution, stating that the community’s peace and development depend on it.

“We are thankful for your visit to ascertain the true position of the petition. We trust the committee to be impartial and ensure justice prevails,” Alhaji Otogoyi said.

    Mining Disputes: A Recurring Challenge

The dispute in Igwo community highlights the broader challenges associated with mining activities in Nigeria, particularly in rural communities. Similar cases have been reported in states like Kogi and Plateau, where conflicts over land ownership and resource control often lead to tensions.

The lack of clear legal frameworks and the weak enforcement of existing laws frequently allow disputes to fester. In many cases, mining companies, landowners, and host communities struggle to reach agreements that respect both property rights and the socio-economic needs of the people.

    Advocacy for Sustainable Solutions

Civil society organisations, including Corporate Accountability and Public Participation Africa (CAPPA), have long advocated for stronger governance in the mining sector. CAPPA’s work highlights the importance of ensuring that communities are adequately consulted and compensated before mining operations commence.

    A CAPPA spokesperson noted:
“Cases like the Igwo dispute underscore the urgent need for comprehensive reforms in Nigeria’s mining sector. Communities must have a clear voice in decisions about their land, and government oversight must ensure that agreements are honoured.

“Without these safeguards, conflicts will continue to undermine the sector’s potential to contribute to Nigeria’s economic development.”

CAPPA also emphasises the importance of creating platforms for dialogue between mining companies, government agencies, and host communities. This collaborative approach can prevent disputes and foster trust among stakeholders.

    Empowering Communities Through Legal Awareness

One of the key issues in disputes like the one in Igwo is the lack of awareness among rural landowners about their rights and responsibilities when leasing land for mining. Advocacy groups have called for state governments to provide legal education to communities, empowering them to negotiate fair terms and avoid exploitation.

The Nasarawa State government’s proactive intervention in this case sets an example for other states. By prioritising fact-finding missions and fostering dialogue, the government demonstrates its commitment to resolving conflicts and promoting peaceful coexistence.

    Looking Ahead

As the Nasarawa State House of Assembly Committee on Environment continues its investigation, expectations are high for a resolution that upholds justice and preserves peace in Igwo. The findings from this case could serve as a blueprint for addressing similar disputes in other parts of Nigeria.

For the mining sector to thrive, there must be a balance between economic interests and community rights. With the support of advocacy organisations, local governments, and community leaders, Nigeria can move toward a more inclusive and sustainable approach to resource management.
