A New Perspective on Plateau's Mining Suspension (Op-Ed)

The recent decision by Governor Caleb Mutfwang of Plateau State to suspend mining activities has reignited discussions about the role of federal and state powers in Nigeria’s federal system. While the state government’s move has drawn attention, it also brings to the forefront the challenges exacerbating Nigeria’s complex federation.

    Governor Mutfwang, in his drive to uplift Plateau State, has made notable strides in diverse sectors, including healthcare, infrastructure, and citizens’ welfare. Among his initiatives, he has focused on subsidised transportation and revitalizing agriculture, empowering local farmers with tools and resources, such as tractors and farming inputs. This push has renewed hope for local farmers and led to greater agricultural productivity.

    Noteworthy is the governor’s focus on youth empowerment, particularly in modern farming practices, which has earned the approval of the African Development Bank (AfDB). The bank is now partnering with the Plateau State Government to establish a Special Agro-Industrial Processing Zone and is also involved in training youths in agriculture and intelligence gathering.

    Lawyer Challenges Governor Mutfwang’s Suspension of Mining in Plateau

    Despite these advancements, the suspension of mining activities was prompted by the growing problem of illegal mining in the state. The emergence of illegal miners, many of whom are not registered with the Federal Government, has created a security threat and exacerbated other criminal activities. The governor’s decision to suspend mining activities, following consultations with local stakeholders, aims to tackle these security issues, especially in areas where illegal mining has been prevalent.

    The situation in Plateau is further complicated by the dominance of illegal miners, outnumbering registered miners and evading regulation. Studies indicate that mining areas in the state are more prone to security threats, much like the situation in Zamfara State, where the Federal Government also banned mining to curb banditry.

    While some constitutional experts may question the legality of a state government suspending mining activities, it is important to recognise that both Governor Mutfwang and President Bola Tinubu share the common goal of ensuring economic development and peace. There is no conflict, except for a few voices seeking to stir discord.

    The governor’s decision aligns with the Land Use Act and his role as Chief Security Officer of the state. Additionally, the support of local stakeholders, including traditional rulers, strengthens this approach. The suspension is a necessary step towards restoring order and curbing the influence of criminal miners in the region.

    In collaboration with the federal government, Plateau State has the opportunity to redefine and regulate mining activities, ensuring they benefit the people and the state’s economic growth.
